So, with the Legion of the Citadel of Glory being a new Legion that hasn't reached full strength yet, the lack of a barracks might simply mean that none has been built yet.
Or, with more potential for conflict, perhaps Lord Tsumikel hiTengetlaku had a barracks already set up for his pet project, but upon arrival they were co-opted by the Translucent Emerald. After all, the an ancient Legion of Heavy Infantry would surely take precedence over a Legion of crossbows which is so new that it hasn't finished mustering yet.
I can't see the governor of Tumissa deciding to raise a Legion, especially given both the expense, in both Kaitars and political favours, without having everything in place to house it. But from there would be no legitimate complaints he could raise against the Translucent Emerald moving in. Which isn't to say that he doesn't hold a grudge...
If the Sword of Fire is aloof and disinterested, then I'll just have it be the figurehead for the Red Clans. I may be wrong in this assumption, but it seems to me that such an arrangement would be quite common on Tekumel.
Given the immense advantages the Very High clans have in most legal matters, having a member of such a clan lend support to your cause will make a big difference for any political alliance. I envisage that the Very High clan simply has a member turn up to meetings or functions, and lend the weight of his or her presence to matters, possibly without ever uttering a word.
Thus, the Very High Clans can gain large rewards from High or Medium status clans in return for "sitting on the board of directors" and "letting them use the name on the company letterhead", or whatever the Tsolyani equivalent is.
