I have released a free pdf download of the draft playtest rules for Humanspace Empires, a pulp science fiction game set in the space opera pre-history of the Tekumel setting.
The retro rules engine implements aspects of the original fantasy role playing system and the original 1975 Empire of the Petal Throne.
